Noble Correctional Institution Correctional Officer & Employee of the Year

Noble Correctional Institution (NCI) is pleased to announce the selection of their Correctional Officer and Employee of the Year.
NCI is pleased to announce the Correctional Officer (CO) of the Year for 2020 is CO Charles Dean Cowgill. He was nominated by his fellow officers and was selected to represent the institution at the DRC Correctional Officer of the Year Award Ceremony. Officer Cowgill began his career with the State of Ohio at NCI as a Correctional Officer in 2010. Warden Forshey said that, “Officer Cowgill is a very experienced correctional officer for Noble Correctional Institution who takes pride in being a correction professional. He conducts himself in a professional manner and is an asset to NCI. We are very proud of Officer Cowgill.” Officer Cowgill is honored by being selected as NCI’s Officer of the Year. He would like to thank all of his third shift co-workers for his nomination and Captain Burghy and Captain Tilton for their leadership. He appreciates the administration for selecting him to represent the institution as the 2020 NCI Correctional Officer of the Year. He would also like to thank his family for their love and support throughout his career.
NCI’s Employee of the Year for 2020 is Dale Neff. He was chosen as Employee of the Year by his fellow staff members. In November 2010, he began his career with DRC at BeCI as a corrections officer. He was promoted to Correctional Program Specialist in July 2015 at NCI. In August, 2018, he was promoted to Corrections Specialist and currently serves as B Unit Manager. Warden Forshey said, “Dale does an excellent job and consistently goes above and beyond that which is required. He is well respected by staff and inmates at NCI. He pays great attention to detail and leads his team by example.” Neff feels privileged to be NCI’s Employee of the Year and is thankful for all the support he receives from all of the NCI staff. He would like to thank his wife and family for their love and support throughout his career.
Warden Forshey added that “We are very fortunate to have both CO Cowgill and Dale Neff as our employees at Noble Correctional Institution.”
